SAAF Cities 2.0 is a Villgro program that pushes already-working technology into India’s urban waste and wastewater systems. It runs with HDFC Bank Parivartan, the social initiatives arm of HDFC Bank.
The program selects three to four deployment-ready startups and works with them for 12 months. Selected enterprises pilot, validate and scale their solutions inside real city environments alongside urban local bodies (ULBs), not in a lab.
Villgro is an incubator for early-stage social enterprises, founded in 2001 and based at IIT Madras Research Park in Chennai, with a second office in Bengaluru. SAAF Cities sits inside its Climate Action practice, which covers waste, water and mobility. This is the second edition; the first ran as SAAF Cities: Shaping Waste-Free Communities.

Eligibility
- The applicant is an enterprise, not an individual; founders apply on behalf of the venture.
- The startup must be deployment-ready, with a proven pilot or early commercial traction.
- The venture must be ready to work closely with urban local bodies.
- The work must fall in one of four priority areas: digitisation of waste, waste-to-value and waste-to-energy, wastewater management, or lake restoration.
- Delivery happens in Indian cities. Villgro’s incubation application asks whether the enterprise is based in India, and expects a for-profit to be registered (or to plan to register) as a Private Limited company, and a non-profit as a Society, Trust or Section 25 company.
- No nationality, age, gender or degree requirement is published.

Application process

- 4In the portal, register the enterprise, state whether it is for-profit or non-profit and whether it is based in India, and select Water And Waste as the sector.
- 5Shortlisted enterprises go through Villgro’s assessment, including a diagnostic panel with industry experts.
- 6Selected enterprises sign an incubation agreement with defined growth milestones.
